Scope and Objective:
The CGWA evaluates proposals and requests for groundwater abstraction.
The guidelines apply to both notified and non-notified areas.
Notified Areas:
For drinking and domestic purposes:
Individual households must comply with specific criteria.
Other than individual households, different rules apply.
Non-notified areas have separate criteria for industries, infrastructure projects, and mining projects.
Compliance Conditions in NOC:
Rainwater Harvesting: Industries must undertake artificial recharge to groundwater through rainwater harvesting structures within 45 days of receiving the NOC.
Water Flow Meter: Installation of a digital water flow meter with telemetry on borewells is mandatory.
Calibration: The flow meter should be calibrated yearly by an authorized agency.
Observation Wells (Piezometers): Purpose-built observation wells (piezometers) must be constructed for groundwater level monitoring.
Saline Groundwater Abstraction:
The guidelines address abstraction of saline groundwater.
Proper management and monitoring are crucial.
Change in Land Use:
Any change in land use affecting groundwater abstraction requires evaluation.
Processing Fee:
Proponents must pay restoration or groundwater abstraction charges based on the quantum of groundwater extraction.
