Digital Flow Meter With Telemetry
Central Groundwater Authority (CGWA) guidelines, the installation of a digital water flow meter with telemetry is mandatory for monitoring groundwater extraction. Here are the technical specifications for such a system:
Metering Technology:
The flow meter should use either ultrasonic or electromagnetic technology.
It must have a tamper-proof design.
The meter’s accuracy should be better than ±2% for the operating flow range (from 10% to 100% of the maximum flow rate).
Compliance with ISO 4064:2014 Standards is preferable.
The meter should have an IP68 ingress protection rating.
Telemetry System:
The meter should transmit the following parameters to a secure cloud:
Transmission frequency, Real-time data to CGWA secure cloud, Timestamp, Cumulative forward flow volume, Cumulative reverse flow volume, Cumulative net volume, Cumulative pump working hours, Meter serial number, Device last calibration date, Borewell ID (provided by CGWA)
The telemetry data should be directly captured in a secure cloud, and the cloud service provider must be empaneled with the Ministry of Electronics and Information Technology (MeitY).
Data should be transmitted at least twice a day.
For battery-operated meters, the battery should last at least 3 years with 2 transmissions per day, and it should be replaceable without data loss.
The system should include complete AMR/AMI (Automatic Meter Reading/Automatic Meter Infrastructure) with data management software accessible via a web portal.
Compliance with CGWA Notification:
As per the CGWA notification, users seeking a No Objection Certificate (NOC) must install a digital water flow meter conforming to BIS/IS standards within 30 days of receiving the NOC
