The Central Ground Water Authority (CGWA) in India plays a crucial role in regulating and managing groundwater resources. Here are some key points related to water audit and CGWA:
Ground Water Regulation by CGWA:
The CGWA was constituted in January 1997 under the Environment Protection Act, 1986, as directed by the Hon’ble Supreme Court of India.
It is responsible for regulating and controlling groundwater development and management across the country.
CGWA issues No Objection Certificates (NOCs) for groundwater extraction to industries, infrastructure projects, and mining projects.
These NOCs come with conditions that the proponent must adhere to.
The authority operates in 20 states/union territories (14 with their own Acts, and 2 regulated under specific government orders)1.
Water Audit Requirements:
Industries abstracting groundwater in excess of 100 m³/day must undertake an annual water audit.
The audit should be conducted by certified auditors from organizations such as Confederation of Indian Industries (CII), Federation Indian Chamber of Commerce and Industry (FICCI), National Productivity Council (NPC), or PHD Chamber.
The audit reports must be submitted to CGWA within three months of completion2.
General Guidelines for Water Audit & Water Conservation:
These guidelines cover three main sectors of water use: irrigation, domestic, and industrial.
They provide conceptual guidance on water conservation practices and water audit methodologies
